Nodir bydd y rheoliadau hyn yn effeithio ar adeiladau masnachol o\u2019r 1af Ebrill 2023.<\/p>\n<p>Fel y gwyddoch, mae\u2019n orfodol ar bob adeilad ddal Tystysgrif Perfformiad Ynni (Energy Performance Certificate, neu EPC) dilys, sy\u2019n dangos effeithiolrwydd ynni\u2019r adeilad yn ogystal ag awgrymu dulliau gwella er mwyn arbed costau yn y dyfodol. Ar hyn o bryd, gellir ond gwneud gosodiadau newydd os oes gan yr adeilad sg\u00f4r effeithiolrwydd ynni o \u2018E\u2019 neu uwch. Fodd bynnag, o\u2019r 1af Ebrill 2020, mi fydd hi\u2019n anghyfreithlon i Landlordiaid barhau i osod unrhyw adeilad domestig gyda sg\u00f4r effeithiolrwydd ynni sy\u2019n llai na \u2018E\u2019. Os yw sg\u00f4r Tystysgrif Perfformiad Ynni newydd neu bresennol yr adeilad o dan \u2018E\u2019, bydd hi\u2019n orfodol ar y Landlord i gymryd camau pellach er mwyn parhau i osod yr adeilad yn gyfreithlon. Os yw sg\u00f4r Tystysgrif Perfformiad Ynni eich adeilad yn \u00ees na \u2018E\u2019, bydd rhaid i chi naill ai gofrestru rhyddhad o ran pam na ellir gwella\u2019r sg\u00f4r (ceir manylion pellach isod), neu gweithredu ar unwaith i wella effeithiolrwydd ynni eich adeilad cyn 1af Ebrill 2020 er mwyn osgoi cosbau am dorri\u2019r rheoliadau.<\/p>\n<p>Noder os yw eich adeilad domestig yn wag ar hyn o bryd, a does gennych ddim bwriad gosod yr adeilad yn y dyfodol agos, does dim gofyniad cyfreithiol arnoch i wneud unrhyw welliannau eto, tan i chi benderfynu gosod eich adeilad eto, ond mi fyddai\u2019n syniad da ymchwilio i beth gall eich goblygiadau fod.<\/p>\n<p><strong>Pa ryddhadau sydd ar gael?<\/strong><\/p>\n<p>Os yw hi\u2019n amhosib gwella effeithiolrwydd ynni eich adeilad erbyn 1af Ebrill 2020 i sg\u00f4r o \u2018E\u2019 o leiaf heb wario mwy na \u00a33,500 yn cynnwys TAW, yna dylech wneud pob gwelliant posib i\u2019r adeilad, ac yna gwneud cais i gofrestru eithriad bod \u2018pob gwelliant wedi\u2019i wneud\u2019 ar-lein ar y Gofrestr Rhyddhad PRS, neu\u2019r \u2018PRS Exemption Register\u2019.<\/p>\n<p>Rhai rhyddhadau arall sydd ar gael yw:<\/p>\n<ul>\n<li>Y rhyddhad cost uchel, lle gallwch brofi eich bod wedi gwario hyd at yr uchafswm o \u00a33,500 yn cynnwys TAW wrth wneud gwelliannau i\u2019ch adeilad;<\/li>\n<li>Y rhyddhad insiwleiddia wal, lle gall gwneud gwelliannau wrth inswleiddio wal eich adeilad, yn \u00f4l barn arbenigwr, gael effaith negyddol ar yr adeilad; a\u2019r<\/li>\n<li>Rhyddhad cydsyniad, lle mae\u2019n ofynnol i chi gael cydsyniad, er enghraifft, tenant cyn cael mynediad i\u2019r adeilad i wneud gwelliannau, ac er gwaethaf eich ymdrechion gorau, ni ellir caffael cydsyniad.<\/li>\n<\/ul>\n<p>Os nad yw\u2019n bosib i chi gaffael rhyddhad, bydd rhaid i chi wneud gwelliannau i\u2019ch adeilad er mwyn gwella\u2019r effeithiolrwydd ynni.
