Ceredigion County Council Looking for Potential Development Sites to be Included in Next Local Plan


If you own land in Ceredigion that you believe may be suitable for development, it is crucial you act now, to submit the site to the Council for consideration in the Replacement Local Development Plan (LDP2).

Ceredigion County Council has issued an invitation to landowners to submit sites for consideration as potential development land, these will be known as “Candidate Sites”. The invitation is open to all types of potential development to include residential, commercial, retail and leisure facilities. Sites that meet the following will have a better chance of consideration: 

  • Good, sustainable pedestrian links to public transport and local facilities.
  • Free from any flood risk.
  • Adequate local sewerage network and access to water supplies.
  • The potential to create safe vehicular and pedestrian access to and from the highway network.
  • Meet a genuine housing requirement in their area, and not burden existing facilities.
  • Not to damage the local environment, conservation areas, or affect listed buildings.
  • Offer a more deliverable scheme than sites already existing in the LDP.

Sites that have been included in a previous LDP, will not automatically be brought forward to the new plan, and so landowners of previously allocated land have been advised to submit their site(s) again. Sites that can only accommodate 5 units or less, will not be allocated. Submission of candidate sites does not guarantee inclusion in the LDP2. 

In order to secure a better chance of inclusion in LDP2 a comprehensive and robust submission that details all relevant factors about the site and specifies the site’s deliverability will be required. The Council have advised that any site to be considered for residential development needs to be accompanied by a “General Viability Statement” requiring a substantial amount of detail about the proposal. The viability statement will need to include a broad indicative layout of the site including supporting information, accessibility to services, impact on neighbouring uses, details of the site’s potential connections to infrastructure and a clear understanding of the deliverability of the site and the existing demand in the marketplace. 

The deadline for submissions is midday on Thursday 12thSeptember 2019. Inclusion in the LDP2 will give your site a much greater chance of being developed than a non-allocated site. These submissions need to be as detailed as possible and include all relevant technical information, to ensure the best chance of consideration of inclusion in the LDP2.
